A resort shoreline that turned into year-round streets

City Planning's April 2017 report, Resilient Neighborhoods: East Shore, counts South Beach among four waterfront communities on the Lower Bay that together form the East Shore of Staten Island. Its history section recalls that South Beach had amusements of its own, among them Happyland, a resort that opened in 1906, and that the B&O line once carried visitors from St. George to Sand Lane on South Beach. The report then explains where much of today's housing came from. Starting in the 1920s, the Depression, fires and water pollution drove disinvestment along this shore, and the bungalows built in that era were later retrofitted for year-round living. Bungalows remain one of the main single-family detached styles in these neighborhoods, while later construction often turned neighboring bungalow lots into semi-detached and attached homes.

For a buyer, that history is a clue. A summer bungalow made permanent can sit on a shallow foundation, with framing sized for seasonal use, additions from several decades and wiring extended one room at a time. A newer attached house on a former bungalow lot raises its own list: fire separation at the party wall, shared roof drainage, and how the ground floor was set relative to the street.

Sewers, as DEP described them in 2014

South Beach lends its name to one of three drainage areas in the Department of Environmental Protection's Mid-Island Bluebelt plan. The plan's South Beach watershed chapter describes a watershed of about 1,267 acres and says the watershed "is largely sewered for sanitary service." It adds that some stretches, "in most cases one or two block lengths," still lacked sanitary sewers and depended on septic systems when it was written, and that no open stream corridors remain in the watershed. Sanitary flow goes for secondary treatment to the Oakwood Beach plant, one of the facilities on DEP's treatment plant list.

Two limits come with those lines. They describe a whole watershed as DEP found it in 2014, and they cannot tell you whether one house on one block drains to a city sewer. Ask the seller for proof of the sewer connection, find the cleanout and the lateral's route to the street, and treat any sign of an old tank or cesspool in the yard as something to resolve before closing.

The plan's drainage work here centers on a Bluebelt wetland and pond bounded by Quintard Street, Father Capodanno Boulevard and Sand Lane, with relief sewers feeding trunk lines in Sand Lane and Quintard Street. The chapter names Ocean Breeze Park and the Franklin Delano Roosevelt Boardwalk and Beach as the watershed's parkland on the Lower Bay.

October 2012, and the map that still governs

In DCP's account, Sandy's surge overtopped Father Capodanno Boulevard, and South Beach is one of four East Shore communities whose combined toll ran to thousands of homes severely damaged or destroyed.

On FEMA's effective flood map, about 1 percent of the official Grasmere-Arrochar-South Beach-Dongan Hills area is Zone VE and about 11 percent lies in A-zones, and those mapped zones run along the shore (shares computed from FEMA's National Flood Hazard Layer). That map dates from 2007. The city's flood map site says insurance rates keep following the 2007 maps until new ones are issued, after the city appealed FEMA's preliminary maps in 2015 and FEMA agreed to revise them in 2016. An area share settles nothing for one lot: look up the address at the FEMA Flood Map Service Center, ask for any elevation certificate, and get a flood insurance quote before signing.

The State Department of Environmental Conservation lists a federal coastal storm risk project whose reach begins at the Verrazano Bridge and ends at Oakwood Beach. The cost and dates on that page are old figures, so check its present status with the Army Corps of Engineers.

If the house took water

  • How high did the water rise, and was the drywall, insulation and subfloor replaced or only the finishes?
  • Were the panel, boiler or furnace and water heater moved up, and under which permits?
  • If the house was raised or rebuilt, does the certificate of occupancy match what stands today?
  • Is there a sump pump or backwater valve, and has anyone tested it lately?

Lots, zoning and paperwork

South Beach and Dongan Hills sit in one official area, Grasmere-Arrochar-South Beach-Dongan Hills; the city's tax-lot figures for it appear on the Dongan Hills page. DCP's report adds a lot-size point for anyone thinking about rebuilding: in the East Shore study area, a single-family detached home generally needs at least thirty-five feet of lot width for the required yards, a full-sized unit and parking. City of Yes changed zoning in December 2024, after that was written, so check the lot in ZoLa.

Every R1, R2, R3, R4A, R4-1 and C3A district on Staten Island, any C1, C2 or C4 district, and certain lots on private roads fall within the Lower Density Growth Management Area defined in Zoning Resolution section 12-10, a designation worth checking before planning an addition. Houses with one or two units are exempt from the Department of Buildings' gas piping schedule; for three-family and mixed-use buildings in Community District 2, the next window opens in 2029. Basement legalization under Local Law 126 of 2024 leaves every Staten Island community district out of its program area, and DOB's accessory unit page, revised April 2026, said the rules were still not final.

Getting around

The MTA's station dataset lists each Staten Island Railway station and whether it is accessible. City Planning counts Sand Lane among its neighborhood retail clusters and places its Sunnymeade Village recommendation at Sand Lane and Father Capodanno Boulevard.
