A cost that belongs in the offer, not in year two
Where Nassau County's community list of sewer authorities reaches Manhasset, the entry beside the row reads "Not Publicly Sewered" (Sewer Districts by Community), one of thirty-four communities the document flags that way. For anyone buying here that is the most consequential line on this page. Unless a particular property proves otherwise, the working assumption is an on-site system: a septic tank and field, or a cesspool, needing pumping, needing room to be sited, and eventually needing replacement at a cost that belongs in the offer rather than in the second year of ownership.
Two qualifications cut in both directions. Nothing in that table is dated: the only year-shaped string anywhere in it turns out to belong to a telephone number, and the server volunteers neither a modification time nor an entity tag, which leaves its vintage unestablished. Its unit is a community rather than a lot, so it also leaves an individual address entirely open. Begin with the county's per-address land records lookup.
The county programme that follows from that listing
Nassau offers grants of up to $20,000 toward nitrogen-reducing on-site systems, and the programme page states plainly that "Tens of thousands of homes and small businesses in Nassau County are currently served by cesspools and septic systems" (the county SEPTIC grant programme). Eligibility asks that a property "Be served by an existing septic system or cesspool and not be connected to a public or private sewer or located within an existing or proposed sewer district," with a sanitary design flow of 1,000 gallons per day or less, and that the replacement system be installed after 1 March 2018 (eligibility conditions). Given the county listing, that programme is live rather than theoretical here.
The mail says Manhasset; the counter may not
Manhasset is a census designated place, not an incorporated village, and the census places it in the Town of North Hempstead. FEMA reaches the same conclusion from another direction: there is no NFIP community named Manhasset anywhere in the state list, and the governing community for an address here is TOWN OF NORTH HEMPSTEAD, number 360482 (community status book). Building permits, plumbing permits, the certificate of occupancy search and any record of a prior violation are all town business, handled by its Department of Building, Safety, Inspection and Enforcement.
Hold the name on the envelope apart from the boundary underneath it. Munsey Park, Plandome Manor, Plandome Heights and Flower Hill are incorporated villages the census records as places in their own right, and the county's wastewater file treats several of them as separate communities with separate positions, listing Plandome Heights and the western part of Flower Hill among its unsewered entries (Sewer Districts by Community). A place name is not a jurisdiction. Settle which municipality the parcel stands in before ordering a single record.
A pre-war stock, counted
The 2020 to 2024 American Community Survey records 2,871 housing units in the census designated place and a median year built of 1942, give or take five years (B25035). The largest single bracket is 1939 or earlier at 1,357 units, with 375 added in the 1940s and 375 in the 1950s, so roughly 2,107 units predate 1960; that is a sum of three published brackets whose margins are not statistically combined, which is why it is offered as a rough figure (B25034). Detached single-family houses number 2,060, with 258 units in buildings of twenty to forty-nine and 235 in buildings of fifty or more (B25024). Of 2,722 occupied units, 2,005 are owner-occupied (B25003). Fuel oil heats 180 occupied units (B25040).
Rather than guessing at what a house of that vintage carries, use the state disclosure form as the map. Question 3 notes that "If the structure was built before 1978 you are encouraged to investigate for the presence of lead based paint." Question 16 asks about lead plumbing, question 20 about rot or water damage, question 29 about amperage and whether the panel runs circuit breakers or fuses, and question 14 about fuel storage tanks above or below ground and whether any has ever leaked. A house built in the 1930s may have been rewired and re-piped three times over, or not at all, and the form is where the seller commits to which.
Water, flood and the state register
The state health department publishes a contact list of Nassau public water systems carrying names, identification numbers, populations served and office addresses, and no service areas whatsoever (Nassau drinking water contacts). Plandome and Sands Point appear on it running systems of their own, so the list shows a fragmented supply picture without drawing a single boundary. No supplier is named here. Question 26 on the disclosure form asks the seller to check "well, private, Municipal," and that is where the answer for one house comes from.
On flood, the governing community is again the town: initial FIRM 15 April 1977, currently effective map date 11 September 2009, and no Community Rating System class, which means no premium discount is available on a policy here. Nothing on this page says that any part of the place is, or is not, inside a mapped hazard area. Read the panel for the address at the FEMA Map Service Center, then put questions 10, 11 and 30 to the seller: designated floodplain, designated wetland, and standing water caused by flooding, drainage or grading.
The state's remediation site register lists four programme numbers at Manhasset addresses: 130182, the Hortonsphere site on High Street, and C130182, the former LILCO site on the same street, both no further action; and 130232 and V00396, both the Manhasset N10 railroad site at Virginia Drive, listed active and no further action respectively. None is Class 2. That register's locality field is a mailing locality rather than a municipal line, so these are sites listed at a Manhasset address, not evidence of what lies inside the boundary. The state's rail station dataset records a Manhasset station on the Port Washington branch in fare zone 4, with full accessibility, and no municipality field at all.
