One name, three different purchases

Forest Hills sits in Queens Community District 6, which Community Board 6 serves together with Rego Park. What a buyer is actually acquiring here depends entirely on which part of it the address falls in. Census figures for ZIP 11375, a postal area wider than the neighborhood itself, count 35,673 housing units, of which roughly 55% sit in buildings of 50 or more apartments and about 70% in buildings of 20 units or more. One- and two-family houses are roughly a quarter of the total. Owner occupancy runs near 50.5%, though the census records no ownership form; with that many units in large buildings, a fair share of those owners will be co-op shareholders rather than holders of a deed to a house.

The Gardens, Cord Meyer and the dates behind them

The clearest sourced history of the area is tucked inside a landmark designation report for a firehouse. Writing up Engine Company 305 and Hook & Ladder Company 151 at 111-02 Queens Boulevard, the Landmarks Preservation Commission records that in 1906 the developer Cord Meyer bought 600 acres in "the Hopedale section of Whitepot", and that the same year the Russell Sage Foundation purchased 160 acres of land south of the railroad line. The result, Forest Hills Gardens, was the joint work of the landscape architect Frederick Law Olmsted, Jr. and the architect Grosvenor Atterbury, and reached completion in 1909-10. Brick houses "of both modest and luxury scale" were constructed there between 1910 and 1917, followed by the first apartment building, the Forest Arms, in 1924. The West Side Tennis Club was built in 1923. The designation report dates the firehouse itself to 1922-1924.

North of the boulevard, City Planning describes the Cord Meyer section as single-family detached houses, the majority built between 1910 and 1940, with approximately 90 percent of lots developed that way. One thing this history does not produce is landmark protection: the Commission's list of Queens historic districts does not include Forest Hills, and Forest Hills Gardens is not a New York City historic district. With no City historic district in play, any restriction on what a house there may look like would come from the title rather than from Landmarks, so have the attorney read the deed and the title report.

What a 1910-1940 detached house of this type usually hides

The following is general building science about the age band, not a record of work done on these blocks. Houses finished in those decades commonly still carry knob-and-tube remnants left energized above ceilings, galvanized supply piping silting closed from the inside, cast-iron waste stacks thinning at the hub joints, and a service still rated 60 to 100 amps. Where an oil boiler was later replaced with gas, the abandoned flue is often far too large for the new appliance, and roughly 11% of ZIP 11375 units still burn fuel oil, so that conversion is not always behind you.

Buying a unit rather than a building

Inside an apartment, what can honestly be examined is the apartment: panel and outlets, fixtures and drains, windows, visible surfaces, the heating that terminates in the unit, and any sign of water arriving from above or beside. Roof, boiler, elevator, facade and risers are shared property, read from paperwork instead. Three record sets are worth pulling before the board package: facade filings under the five-year cycle that applies to buildings higher than six stories; Local Law 97 status for buildings over 25,000 square feet, whose limits tighten in 2030; and gas piping under Local Law 152, where Community District 6 is in a window that closes 31 December 2026 and reopens in 2030. One- and two-family homes and other R-3 buildings are exempt from that last one.

What the zoning will let you add

Two rezonings define the envelope. The Council adopted the Forest Hills-Rego Park action on September 25, 2002, covering 61 blocks bounded generally by Queens Boulevard, Ascan Avenue, Metropolitan Avenue and the Long Island Rail Road Glendale Cut-off, and replacing zoning that had been in place since 1961. It brought in R4B at floor area ratio 0.9 with a 24-foot height cap, R3A with a 25-foot minimum lot width, R3-1 capped at 35 feet, and R2 in the Van-Court section, single-family detached on lots at least 40 feet wide. Which of those districts covers a given lot has to be read off ZoLa rather than inferred from the block opposite. Cord Meyer followed on June 30, 2009: 32 blocks, previously all R1-2 at floor area ratio 0.5 with lots of at least 60 feet and 5,700 square feet, rezoned because "houses have been demolished and replaced with larger and taller structures that are out-of-scale with the surrounding neighborhood." Commercially, the Special Forest Hills District exists partly "to preserve, protect and promote the special character of Austin Street as a regional shopping destination", and new curb cuts along the Austin Street and 71st Avenue frontages it names require certification by the chairperson of the City Planning Commission.

Water and trains

Two separate queries against FEMA's National Flood Hazard Layer, one over the center of the neighborhood and one over the Gardens, each returned a single polygon: Zone X, area of minimal flood hazard. That is the coastal and riverine map only, and an individual lot still has to be looked up at the FEMA map service center. On transit, Forest Hills-71 Av carries the E, F, M and R trains and is wheelchair accessible; 75 Av on the E and F and 67 Av on the M and R are not. The Long Island Rail Road station here is listed as fully accessible in the state rail station dataset.
